Proposed 2013 Roseville Budget Comes With A Tax Hike

City manager Bill Malinen presented a preliminary 2013 budget to the Roseville Council Monday evening that calls for a tax levy of $17 million, an increase of 14.8 percent over 2012.

A public hearing on the proposed budget will be held Aug. 27, with the council expected to vote on the tax levy on Sept. 10.

If the budget passes as proposed, it would mean an $8.88 per month increase in property taxes for a median-valued home and a $6.81 per month increase in water and sewer rates.

Much of the increase comes from $1.6 million in debt service costs from 2011 and 2012 bonds.

Roseville structures its budgets in a two-year cycle and 2013 is the second year of the biennium.

Malinen said that a budget increase due to inflation, cost of living adjustments and rising health care premiums has been expected.

Malinen said the budget included about $200,000 in unforeseen adjustments, including a human resources software system and police and fire dispatch equipment.
