The Council's agenda tonight includes holding a discussion with the city Housing and Redevelopment Authority.

The Roseville City Council is scheduled to meet tonight (Monday) with the city Housing and Redevelopment Authority (HRA) to a hear a progress report on plans to license multi-family rental housing. In a memo to the City Council, Roseville HRA executive director Pat Trudgeon said his staff has been working on creating guidelines for a new multi-family rental housing licensing program that would encourage multi-family housing owners to take care of their properties.  Among other things, the contemplated program for Roseville "would require rental housing buildings with five or more units to be licensed with the city," Trudgeon said. The proposed program would also require inspections of the rental properties and, depending on the …

What's Roseville HRA Got in Mind for Dale Street Property?

Plot of land adjacent to the fire station.

The city's Housing and Redevelopment Authority presented its quarterly report to the Roseville Council Monday night, reviewing the Living Smarter initiative and announcing potential plans to buy property south of the Dale Street fire station. The HRA is considering purchasing the Dale Street property, consolidating the land with the fire station lot and selling the two acres to developers for redevelopment housing. “If you decide to do higher density here,” council member Tammy McGehee said, “I would encourage that if you do something, you look to the housing stock we have so we fill a void in the existing stock and also look to green space so there is adequate recreational space." The HRA is also working on a new strategic plan. Work …

They are also located on a county road, near a freeway, and across from higher use but not commercial properties (the church and school). Three sides are bordered by a mixture of residential. The HRA can…   more ›

Roseville Council Passes HRA Levy

The 2012 levy will cost residents the same amount as they paid in 2011.

The Roseville City Council voted to approve a $350,000 Housing and Redevelopment Authority (HRA) levy on Monday. Roseville homeowners will pay $14 to $23 in 2012, depending on the value of their homes. The cost to homeowners is identical to that of the 2011 HRA levy. The levy passed 4-0, with council member Tammy McGehee abstaining. “Right now the HRA has on hand 239,000 and 145,000 in reserves,” McGehee said. “Yes, it’s a zero percent increase, but it’s still 353,000 the citizens have to spend in a year where they’re already struggling. [The HRA] might be able to get by for a year [with less funds] and save the people a little bit.” Council member Tammy Pust said the reserves weren’t from taxes and were designed to give loans to keep …

i can't speak for the current HRA budget, but in the past it seemed like the main goal was to have the HRA levy pay for part of the salaries of some city employees, rather than having the general levy pay their whole salary, thereby making the general levy seem a bit smaller. the HRA levy started out at $50,000 per year and ballooned quickly. many of it's programs come under the heading of "nice …   more ›
